Meghan Mulligan is the Executive Vice President, Commercial Management – Rapid Transit at Metrolinx. In this role, she is responsible for the commercial delivery of all LRT and subway lines currently under construction or in development within the Metrolinx Capital Projects Group. Her portfolio spans the full project lifecycle, including early planning, procurement, development phases, target price execution, construction, and transition to operations.

Meghan has extensive experience delivering projects through collaborative contract models, including progressive design-build and alliancing. Prior to joining Metrolinx in 2024, she spent 12 years at Infrastructure Ontario delivering a range of complex transit projects, including rail facilities, commuter rail stations, and several LRT lines that are now in operation across Ontario.
