Tim Coucher is a senior infrastructure delivery and transformation leader with nearly four decades of experience shaping and delivering complex, multi-billion-dollar rail and mobility programmes across the UK and North America. He is widely recognised for designing and leading large-scale alliances and integrated delivery models that move organisations beyond traditional client–contractor structures and into enterprise-style partnerships that perform under real-world pressure.
Tim led the formation and mobilisation of Network Rail’s £9.5bn Southern Integrated Delivery Alliance, establishing the governance, commercial frameworks, and behavioural operating model required to make collaboration work in practice, not just in contract. Across senior leadership roles, he has consistently driven improved accountability, material efficiency gains, and scalable delivery models across major capital portfolios.
Based in Toronto, Tim now works at the intersection of capital delivery, organisational transformation, and collaborative contracting, advising owners and delivery partners on how to mobilise and operate large-scale infrastructure programmes under progressive and alliance-based models. He brings a rare combination of hands-on delivery leadership and executive coaching expertise, with a practical focus on aligning governance, leadership behaviour, and decision-making so that collaborative delivery models deliver sustained performance, not just good intent.
