Elizabeth Mayer brings a depth of experience to infrastructure projects, having advised the Province of British Columbia ‎on two of the earliest PPP projects in Canada. Subsequently she has acted for bidders, contractors, ‎lenders and public authorities on a wide range of projects. She understands the complexities of a wide variety of infrastructure projects and delivery models and is ‎therefore able to provide clear, commercial advice.‎

Recently, Elizabeth has specialized in collaborative contracting. Working with Australian colleagues from DLA Piper, she advised Infrastructure BC and Island Health on the first vertical alliance project in Canada, the Cowichan District Hospital. Working as part of a team, DLA Piper developed the key alliance documents and helped structure the highly collaborative procurement process. She was then engaged by the Province to advise on the collaborative contracts for reinstating various highways washed out by the atmospheric river in 2021 and has advised on a further two hospital alliance projects.

In addition, Elizabeth advised the Province on the progressive design-build procurement for the Fraser River Tunnel Project and has advised the successful bidders on the Pape Tunnel and Underground Stations Project and the Garden City Skyway – Bridge Twinning Project, two progressive DB projects in Ontario.

This breadth of experience on collaborative contracts allows Elizabeth to advise clients on a variety of issues, including establishing a target price, assessing which costs are reimbursable or not, assessing how much risk each party should accept and how a painshare-gainshare mechanism should operate. Acting both for the public and private sector sides allows her to bring different perspectives to these projects.
